Broward County Public Schools (BCPS, FL) is the 6th largest fully accredited K-12 school district in the nation, serving about 270,000 students and 14K educators in 339 schools. Through the Leading Excellence and Achievement in Performance (LEAP) Ahead program – a $53M grant from USDE (2016-21), over the course of the next five years, a total of 32 schools including 21 elementary, 7 middle, and 4 high schools will be targeted for the Teacher Incentive Fund (TIF) grant. Using an existing Human Capital Management System (HCMS) developed during the earlier TIF cycle, the LEAP Ahead program aims to provide an equitable distribution of educators to increase proficiency and close achievement gaps in participating high-need schools. Using mixed methods design approach, MNA will leverage its past experience in co/evaluating three TIF (Round 3) grants with the National Boards Professional Teaching Standards (NBPTS) and Richmond City Schools, (VA), Safford Unified School District (SUSD, AZ), and initially the Prince George’s County Public Schools’ FIRST program (MD).
